In an effort to reduce risk and uncertainty, we hypothesize that investors avoid countries where high corruption exists. We investigate this issue by examining the relationship of levels of perceived corruption on Japanese Foreign Direct Investment (FDI) in both industrialized and emerging economies. The analysis presented utilizes a sample of 29,546 investments in 59 countries. Results suggest that in emerging nations, where comprehensive legal and regulatory frameworks do not exist to effectively curtail fraudulent activity, corruption serves to reduce FDI. Blanchette is to be commended for his clear and orderly presentation of the material, especially the many subdivisions within the chapters. The quotations of Thomistic texts are almost all in English, well translated by Banchette himself. The placing of key phrases in Latin within parentheses helps in some measure to overcome the lack of the original text in the footnotes. Finally, the book's selected bibliography as well as its indices (index of names, analytical index, and index of citations) render the book an even more useful tool. According to the author, this book, Freedom and Creation in Three Traditions, is a comparative work designed "to illustrate the worth of explicitly tradition-directed inquiry, as well as the fruitfulness of comparative inquires in philosophical theory" (6). In addition, among other things, the author contends that, "because the pressure of comparative perspectives demands that we mine hitherto unsuspected reaches of what we have thought we know," not only the author but also the "traditional disciplines of philosophy and theology may each be enriched by the forays of such inquiry" (6). Specifically, the three traditions to which Burrell is referring are the Jewish, Islamic, and Christian; and, as the title of this book suggests, the central topics of consideration used as the basis for a comparison among these traditions are the respective notions of freedom and creation. In order to achieve his goals, Burrell places his discussion within the general context of the notion of creation, which, as he rightly observes, "is notoriously difficult to classify" (7). In so doing, he divides the work into nine chapters; which he entitles as follows: 1) "The Context: Creation"; 2) "On 490 BOOK REVIEWS Characterizing the Creator"; 3) "On Characterizing Creation"; 4) "On Characterizing the Relation: Jewish, Christian, Muslim"; 5) "God's Acting in the World God Creates"; 6) "Creatures Acting in a Created World"; 7) "On the Relations between the Two Actors"; 8) "Sin and Redemption"; 9) "The God Realized in Renewed Creation." Having placed his discussion within the general context of the notion of creation, Burrell begins his analysis by comparing and contrasting this notion in St. Thomas and Moses Maimonides vis-a-vis the necessitarianism of Aristotle as interpreted by lbn Sina. In so doing, Burrell stresses that what predominates in both Maimonides and Aquinas is a notion of God as a "free originator" of all creation not in relation to an "exegesis of the opening chapters of Genesis" but in relation "to the rest of the Bible and the subsequent tradition of Judaism and Christianity" (12). This "distillation" having been noted, Burrell then examines the distinctive features of the notion of creation as this is influenced by the "faith assertion " of the three respective religious traditions-Jewish, Christian, and Islamic. Within Judaism Burrell finds emphasis placed upon the need to interpret creation against the background of the "covenant" with Israel (19). In Aquinas and Barth he understands this activity to be interpreted against the background of the relation of the Father to His Eternal Word (19-21); and within Islam he finds the regulating theme in the conviction of God's absolute sovereignty vis-a-vis the created order. My chief aim in this article is to call upon the research of some exceptional scholars to make some refinements to Étienne Gilson’s teaching about the nature of Christian philosophy. In the process of so doing, I also aim to make as comprehensible as I can why Gilson, from 1931 through the rest of his academic life, had so much difficulty making intelligible to himself and to others precisely what he had meant by the term ‘Christian Philosophy.”.

In this paper I sketch an account of moral blame and blameworthiness. I begin by clarifying what I take blame to be and explaining how blameworthiness is to be analyzed in terms of it. I then consider different accounts of the conditions of blameworthiness and, in the end, settle on one according to which a person is blameworthy for φ-ing just in case, in φ-ing, she violates one of a particular class of moral requirements governing the attitudes we bear, and (...) our mental orientation, toward people and other objects of significant moral worth. These requirements embody the moral stricture that we accord to these others a sufficient level of respect, one that their moral worth demands. This is a familiar theme which has its roots in P. F. Strawson’s pioneering views on moral responsibility. My development of it leads me to the conclusion that acting wrongly is not a condition of blameworthiness: violating a moral requirement to perform, or refrain from performing, an action is neither necessary nor sufficient for being blameworthy. All we are ever blameworthy for, I will argue, are certain aspects of our mental bearing toward others. We can be said to be blameworthy for our actions only derivatively, in the sense that those actions are the natural manifestations of the things for which we are strictly speaking blameworthy. Traditionally, Hume has widely been viewed as the standard-bearer for regularity accounts of causation. But between 1983 and 1990, two rival interpretations appeared—namely the skeptical realism of Wright, Craig, and Strawson, and the quasi-realist projectivism of Blackburn—and since then the interpretative debate has been dominated by the contest between these three approaches, with projectivism recently appearing the likely winner. This paper argues that the controversy largely arose from a fundamental mistake, namely, the assumption that Hume is committed to the subjectivity (...) of our conception of causal necessity. That assumption generated tensions within the regularity account, which the skeptical realist and quasi-realist alternatives, in very different ways, purported to resolve. But a broader and more balanced view of the textual evidence, taking due account of the relatively neglected sections where Hume applies the results of his analysis, tells strongly in favour of an objectivist regularity view, both in respect of causation and causal necessity. Despite some complications, the upshot is a far more straightforward reading of Hume than those that have hitherto dominated this long-running debate. (shrink)

Many health care decisions depend not only upon medical facts, but also on value judgments—patient goals and preferences. Until recent decades, patients relied on doctors to tell them what to do. Then ethicists and others convinced clinicians to adopt a paradigm shift in medical practice, to recognize patient autonomy, by orienting decision making toward the unique goals of individual patients. Unfortunately, current medical practice often falls short of empowering patients. In this article, we reflect on whether the current state of (...) medical decision making effectively promotes patients' health care goals. We base our reflections, in part, on research in which we observed physicians making earnest efforts to partner with patients in making treatment decisions, but still struggling to empower patients—failing to communicate clearly to patients about decision-relevant information, overwhelming patients with irrelevant information, overlooking when patients' emotions made it hard to engage in choices, and making recommendations before discussing patients' goals. Theorists have hypothesized that skill in critical thinking is positively correlated with the consistent internal motivation to think and that specific critical thinking skills are matched with specific critical thinking dispositions. If true, these assumptions suggest that a skill-focused curriculum would lead persons to be both willing and able to think. This essay presents a researchbased expert consensus definition of critical thinking, argues that human dispositions are neither hidden nor unknowable, describes a scientific process of developing conventional testing tools to (...) measure cognitive skills and human dispositions, and summarizes recent empirical research findings that explore the possible relationship of critical thinking skill and the consistent internal motivation, or disposition, to use that skill. Empirical studies indicate that for all practical purposes the hypothesized correlations are not evident. It would appear that effective teaching must include strategies for building intellectual character rather than relying exclusively on strengthening cognitive skills. (shrink)

It was a little over ten years ago, 1967–8, that H. D. Lewis delivered the first series of Gifford lectures, The Elusive Mind, in the University of Edinburgh. It was my privilege that year to be an auditor in the Seminar at King's College that Professor Lewis was conducting with his students in the area of this topic. I had already read the works in which, in the midst of neo-orthodox and existentialist religious movements, he had devoted himself to critical (...) valuation of those doctrines - witness his Morals and the New Theology, and Morals and Revelation. There is a debate in normative ethics about whether or not our moral obligations depend solely on either our evidence concerning, or our beliefs about, the world. Subjectivists maintain that they do and objectivists maintain that they do not. I shall offer some arguments in support of objectivism and respond to the strongest argument for subjectivism. When people make judgments about the effects of a perturbation on populations of species in a food web, their judgments exhibit the dissipation effect: a tendency to judge that effects of the perturbation weaken or dissipate as they spread out through the food web from the locus of the perturbation. In the present research evidence for two more phenomena is reported. Terminal locations are points in the food web with just a single connection to the rest of the web. Judged (...) changes tended to be higher for species at terminal locations than for species the same distance from the perturbation but at nonterminal locations. Branches are points in the web where a route splits into two or more routes. Judged changes tended to be lower for species following branching points than for species the same distance from the perturbation but not following branching points. It is proposed that the findings can be explained as effects of a mental model employing concepts of influence and resistance. Under this model a perturbation is a change in energy level at a point in the system that acts as an influence affecting the rest of the system. The basic concepts in this model are domain‐general and on that basis it is predicted that the dissipation effect should be found in judgments of any physical system to which notions of influence and resistance can be applied. David Lewis has offered a reply to the standard argument for the claim that the truth of determinism is incompatible with anyone’s being able to do otherwise than she in fact does. Helen Beebee has argued that Lewis’s compatibilist strategy is untenable. In this paper I show that one recent attempt to defend Lewis’s view against this argument fails and then go on to offer my own defense of Lewis’s view.

It is argued that causal understanding originates in experiences of acting on objects. Such experiences have consistent features that can be used as clues to causal identification and judgment. These are singular clues, meaning that they can be detected in single instances. A catalog of 14 singular clues is proposed. The clues function as heuristics for generating causal judgments under uncertainty and are a pervasive source of bias in causal judgment. More sophisticated clues such as mechanism clues and repeated interventions (...) are derived from the 14. Research on the use of empirical information and conditional probabilities to identify causes has used scenarios in which several of the clues are present, and the use of empirical association information for causal judgment depends on the presence of singular clues. It is the singular clues and their origin that are basic to causal understanding, not multiple instance clues such as empirical association, contingency, and conditional probabilities. (shrink)

Minnesota Archive Editions uses digital technology to make long-unavailable books once again accessible, and are published unaltered from the original University of Minnesota Press editions. The scope of morality, Peter A. French contends, is much narrower than many traditional and contemporary works in ethical theory suggest. We trivialize morality if we think it has something to say about everything we do; it touches us all, but not at all times. (...) This essay in philosophical ethics focuses upon the origin, purpose, and function of the various concepts to be found in a more or less mature morality. The author draws a distinction between moral concepts that arise from an individual's wish to live a worthwhile life and those directed towards the development of virtue in the moral community. Moral concepts, in his view, are subjective creations of human beings rather than laws with an objective basis in nature. The ethics of sociobiology, of the lifeboat and spaceship models, and of game theory all come under his critical eye in this useful and progressive work. _The Scope of Morality_, says Hector-Neri Castaneda, "represents a serious effort at discussing the nature of morality, taking into account the most important contributions of recent writers.". In the last few years, the U.S. health care system has seemingly been gripped by “back to the nineties” fever. But there is a notable change in professional debates about how to better control health care costs. Discussion of health care rationing, which was hotly debated in the nineties, has become much more muted.Is health care rationing passé? I contend that debates about health care rationing have waned not because the need to ration has dwindled nor because ethical debates about (...) how or whether to ration have been resolved. They have declined because the word “rationing,” and unrelated concepts such as cost‐effectiveness analysis, have been replaced by terms—“parsimony,” “value,” and “CER”—that are not burdened by emotional and historical baggage.Sometimes the best way to promote healthy moral debate is to turn to new words that don't carry the burden of past debates. Metaphors of positions, spectrums, perspectives, viewpoints, and polarization reflect the same model, which treats beliefs—and the people who hold them—as points in space. This model is deeply rooted in quantitative research methods and influential traditions of Continental philosophy, and it is evident in some qualitative research. It can suggest that deliberation is difficult and rare because many people are located far apart ideologically, and their respective positions can be explained as dependent variables of factors like personality, partisanship, and demographics. An (...) alternative model treats a given person’s beliefs as connected by reasons to form networks. People disclose the connections among their respective beliefs when they discuss issues. This model offers insights about specific cases, such as discussions conducted on two US college campuses, which are represented here as belief-networks. A decade ago, we reviewed the field of clinical ethics; assessed its progress in research, education, and ethics committees and consultation; and made predictions about the future of the field. In this article, we revisit clinical ethics to examine our earlier observations, highlight key developments, and discuss remaining challenges for clinical ethics, including the need to develop a global perspective on clinical ethics problems.

Peter van Inwagen rejects the Mind Argument not because he is able to point out the flaw in it, but because he accepts both that determinism is incompatible with anyone's having a choice about anything that happens and that it is possible for someone to have a choice about something that happens. Our main result on computability is: For any n ≥ 2 and any computable (recursive) k-coloring of the n-element sets of natural numbers, there is an infinite homogeneous set X with X'' ≤ T 0 (n) . Let IΣ n and BΣ (...) n denote the Σ n induction and bounding schemes, respectively. Adapting the case n = 2 of the above result (where X is low 2 ) to models of arithmetic enables us to show that RCA 0 + IΣ 2 + RT 2 2 is conservative over RCA 0 + IΣ 2 for Π 1 1 statements and that $RCA_0 + I\Sigma_3 + RT^2_{ , is Π 1 1 -conservative over RCA 0 + IΣ 3 . It follows that RCA 0 + RT 2 2 does not imply BΣ 3 . In contrast, J. Hirst showed that $RCA_0 + RT^2_{ does imply BΣ 3 , and we include a proof of a slightly strengthened version of this result. The tragic crash of Air New Zealand's flight TE-901 into Mt. Erebus in Antarctica provides a fascinating case for the exploration of the notion of corporate moral responsibility. A principle of accountability that has Aristotelian roots and is significantly different from the usual strict intentional action principles is examined and defined. That principle maintains that a person can be held morally accountable for previous non-intentional behavior that has harmful effects if the person does not take corrective measures to adjust his (...) ways of behavior so as not to produce repetitions.
